What Are the Main Activities of the Directorate of Boysun-Pharm Free Economic Zone?

On May 3, 2017, the President of the Republic of Uzbekistan signed a Decree No. DP-5032 on the creation of Boysun-Pharm Free Economic Zone, for which it was allocated 39 hectares of land in Boysun District, Surkhandarya Region. The main goal was to turn the district into the pharmaceutical industry center, attract foreign investment and create new jobs. The project, worth USD 44.2 million, made to launch enterprises for the production of 15 types of medical products and medicines.

The main activities of the FEZ Directorate are:

  • registration and maintenance of the register of participants in Boysun-Pharm FEZ, issuance of relevant certificates to them;
  • keeping records of other business entities on the territory of the zone that are not members of Boysun-Pharm FEZ;
  • signing agreements with investors selected in accordance with the decisions of the Administrative Council of free economic zones and small industrial zones of Surkhandarya region, concluding contracts for the sale of inactive organizations and property at a zero purchase price;
  • control over the necessary fulfillment of obligations assumed by investors, with the subsequent presentation of its results to the Administrative Council;
  • search and attraction of foreign and domestic investors for the implementation of investment projects for the production of pharmaceuticals, medicines and medical products on the territory of Boysun-Pharm FEZ;
  • placement of investment projects approved by the developed general plan of Boysun-Pharm FEZ and decisions of the Administrative Council;
  • participation in the creation of industrial plantations of medicinal plants, the organization of subsequent deep processing and production of medicinal products;
  • management of state real estate located on the territory of Boysun-Pharm FEZ within the powers delegated to the Directorate;
  • assistance to the participants of Boysun-Pharm FEZ in the timely implementation of investment projects, launching organizations and solving issues related to the provision of infrastructure necessary for their activities (electricity, gas and water supply, sewerage, access roads, etc.);
  • providing services to the participants of Boysun-Pharm FEZ, including by representing their interests in government agencies;
  • preparation of materials for consideration at its meetings on issues related to the competence of the Administrative Council;
  • implementation of other functions for the operational management of Boysun-Pharm FEZ.

If the legislation provides for the need to license the relevant type of activity provided for by this Charter, the Directorate has the right to carry out this type of activity without obtaining a license on the basis of a license agreement with the relevant licensing authority.

The Directorate has the right to carry out other activities not prohibited by the legislation of the Republic of Uzbekistan.
